UN to investigate drone attacks

LONDON - The United Nations launched an inquiry on Thursday into the use of unmanned drones in counter-terrorism operations, after criticism of the number of innocent civilians killed by the aircraft.

The inquiry, announced in London, will investigate 25 drone strikes in Pakistan, Yemen, Somalia, Afghanistan and the Palestinian territories.

Most attacks with unmanned aerial vehicles have been by the United States. Britain and Israel have also used them, and dozens more states are believed to possess the technology.

"The plain fact is that this technology is here to stay, and its use in theaters of conflict is a reality with which the world must contend," said inquiry leader Ben Emmerson, the U.N. special rapporteur on counter-terrorism and human rights.

"It is therefore imperative that appropriate legal and operational structures are urgently put in place to regulate its use in a manner that complies with the requirements of international law."

Criticism of drone strikes centers on the number of civilians killed and the fact that they are launched across sovereign states' borders so frequently - far more than conventional attacks by piloted aircraft.

Retired U.S. General Stanley McChrystal, who authored the U.S. counter-insurgency strategy in Afghanistan, warned earlier this month against overusing drones, which have provoked angry demonstrations in Pakistan.

Data collected by the Bureau of Investigative Journalism say 2,600-3,404 Pakistanis have been killed by drones, of which 473-889 were reported to be civilians.

The U.N.'s Human Rights Council asked Emmerson to start an investigation following requests by countries including Pakistan, Russia and China to look into drone attacks.

The inquiry will examine photographic and forensic material as well as witness statements. The resulting report and recommendations will be presented at the U.N. General Assembly in New York in October this year, Emmerson said.

He said that it he did not expect the inquiry to result in a "dossier of evidence" that would directly point to legal liability, but would help support the relevant states' own independent investigations.

Emmerson said Britain's Ministry of Defense had agreed to fully cooperate and he was optimistic he would receive good cooperation from the U.S. and Pakistani governments.

"We welcome this investigation in the hopes that global pressure will bring the U.S. back into line with international law requirements that strictly limit the use of lethal force," said Hina Shamsi, director of the American Civil Liberties Union's National Security Project.

"To date, there has been an abysmal lack of transparency and no accountability for the U.S. government's ever-expanding targeted killing program," she said.

Indonesian governor inspires, but can he deliver?

JAKARTA, Indonesia (AP) ? Cheering crowds greeted the new leader of this Asian megacity as he toured its flooded business district atop a handcart typically used to haul garbage. Men, women and children waded through dirty water to shake his hand, shout greetings and hear his vague promises that their lives will get better.

"Come the dry season, we need to do something real, something concrete," Jakarta Gov. Joko Widodo said last week. "We need a breakthrough, whether that be a massive reservoir or whatever."

It's the kind of populist moment you see from many of the world's big-city mayors, but it's not typical for Indonesia, the largest economy in Southeast Asia. More than 14 years since dictator Suharto was overthrown, its politicians are still mostly drawn from the same stock: wealthy businessmen or former generals running more on connections and money than experience in government.

Enter Widodo, known universally by an affectionate nickname, "Jokowi." He comes from Solo, a smallish city in the middle of Java, and speaks Indonesian with the thick accent of people from those parts. He dresses simply in a white shirt and slacks, resembling one of the office workers who cram into Jakarta's falling-apart buses every day.

Widodo's trip through his inundated city of 14 million reflected his hands-on approach to leadership, a style that helped him win election in September against an incumbent who was backed by the establishment political parties.

The 51-year-old has made several moves aimed at shoring up support among the poor, including a big increase in the minimum wage, but many tough decisions, including those surrounding Jakarta's woeful infrastructure, remain ahead of him. The city is wracked not only by floods, but by corruption, worsening traffic congestion and a widening gap between rich and poor.

"I don't feel under any burden," he said in a 25-minute chat at a street-side coffee shack two weeks before the floods struck. He played to a gallery of photographers who snapped wildly every time he brought a cheap glass of joe to his lips.

"My task is simple," he said. "Just stop the floods and fix the traffic."

Widodo, a former furniture producer, was credited with bringing a new style of governance to Solo when he became mayor there in 2005, even though lasting achievements there are perhaps harder to pin down.

He was supported by the country's main opposition party, but appeared to distance himself from it, saying his alliance was "with the people." Many ordinary Jakartans believed him, as well as progressives and liberals, who helped in a savvy, social media-driven campaign that swept through the city's young, relentlessly online population.

"The old schemes don't necessarily lead to success anymore," said Frank Feulner, a governance specialist with the United Nations who was based in Indonesia for many years. "It's quite a development to see such a clean candidate in such a dynamic city. The fact that the political and commercial epicenter of the country has made this move is an encouragement to everyone else."

Widodo's choice of deputy cemented the idea that this was going to be a different kind of Jakarta administration. Basuki Tjahaja Purnama also began his career outside the city and developed a reputation for being tough when dealing with inefficient and corrupt staff.

One clip, uploaded by Purnama's office to YouTube, shows him angrily ordering public works officials to cut their budget by 25 percent, suggesting they have been marking it up. It has close to 1.5 million hits.

Widodo leaves much of the city's day-to-day administration to Purnama. "I'm the one who goes out and about. He improves the system from inside," he said.

One of Widodo's first acts was raising the minimum wage in the city by a whopping 40 percent to around $230 a month, winning him friends among the unions and those in formal employment, but concerning some economists who fear it will result in layoffs. He is also rolling out a health insurance scheme and free schooling for the poor, though how the city intends to pay for this over the long term is unclear.

His traffic plans include more buses to ply the city's dedicated lanes, some of which have already arrived, more roads and a scheme that would restrict the amount of cars that travel into the city center each day based on whether their license plate ends in odd or even number. He has postponed a plan to build a mass transit rail system like other Asian capitals, worried that ticket prices would be out of reach of the city's poorest.

On flood mitigation, he is proposing widening rivers, moving slum dwellers from their banks, new reservoirs outside of the city, a flood canal, 1,000 wells in downtown areas to absorb the groundwater that accumulates when the heavens open and campaigns to stop littering the waterways that crisscross the low-lying coastal city. Similar proposals were made by past governors, but they produced little.

Marco Kusumawijaya, director at the Rujak Center for Urban Studies, voted for Widodo, but is already a little concerned at what he is seeing.

"He showed signs of openness during his campaign but now I am a bit doubtful," he said. "He seems to be oscillating between 'yes' and 'no' on flood control and transport issues. I am disappointed that he and his team didn't do much homework during the campaign."

Back in Solo, people still speak well of Widodo, in large part because of his down-to-earth image and communication skills. After a first term, he won re-election there in 2009 with more than 90 percent of the vote.

But Setyo Herwanto, a researcher at foreign-funded civil society pressure group, raised some doubts about the longevity of his achievements during his seven years in charge of the city.

He said there was system in place to continue free school and health care he had initiated, and that many other of his well-published schemes to move traditional street sellers and fix traffic are no longer in place. "They were 'goodwill gestures' only. He left behind no legal framework," he said.

Yet Widodo's supporters in the opposition party, the Indonesian Democratic Party of Struggle, are already talking about him being the man that will lead their party back into power. Few believe that he will run for president in next year's polls, but five years down the line, he is already being talked up as a likely candidate.

A day after Widodo hosted a car-free New Year's Eve street party, opposition lawmaker Prasetyo Edi Marsudi expressed his hopes as the governor shook hands with Jakartans in the area where the party was held ? a venue the floods would inundate two weeks later.

"You see that man there," he said. "He serves the people, not the leaders. In 2019 he will be president."

Starchy diet may have transformed wolves to dogs

Canine cousins differ in genes related to digestion

Even the most illustrious canine breeds can probably trace their heritage to junkyard dogs.

That?s the conclusion of a new study aimed at finding the genetic changes that transformed wild wolves into domesticated dogs. Dogs can digest carbohydrates better than wolves can, and gaining that ability may have been an important step in taming the animals, evolutionary geneticist Erik Axelsson of Uppsala University in Sweden and his colleagues report online January 23 in Nature. As humans settled into farming communities, wolves may have given up their meat-only diets to scavenge carbohydrate-rich food from garbage dumps. Animals that could best make use of the starchy food may gradually have morphed over generations into man?s best friend.

No one expected genes relating to digestion to be important for dog domestication, says Elaine Ostrander, chief of the National Human Genome Research Institute?s cancer genetics branch and an authority on dog genetics. Researchers previously thought that when wolves became domestic dogs, genes controlling behavior and the immune system must have changed.

The new study focuses on genetic differences between 60 dogs representing 14 breeds and 12 wolves from around the world. Those changes, the researchers reasoned, could identify genes that were important in separating dogs from wolves.

The researchers determined the genetic makeup of groups of dogs and compared the results to those from wolves, concentrating on parts of the genetic instruction book that differ between the two species. As they had expected, the researchers uncovered differences in many genes relating to the brain. But the search also revealed lots of genes involved in starch digestion and metabolism, and in the use of fats. Dogs, the team found, have more copies than wolves do of the AMY2B gene, which produces an enzyme that breaks starch into easily digestible sugars.

Other genetic variants seem to contribute to dogs? increased ability to convert a sugar called maltose to glucose, the sugar that cells prefer to burn for energy. Yet other genetic changes improve dogs? ability to move glucose into their cells. Combined, the tweaks alter dogs? metabolism so they can get more energy out of a carbohydrate-rich diet than wolves can, the researchers conclude. The scientists confirmed the effect of the genetic variants by identifying biochemical differences in starch metabolism in blood and tissue samples from dogs and wolves.

?This is a profound adaptation that dogs have,? says UCLA evolutionary biologist Robert Wayne. But he doesn?t think it was the first step in domestication. Archaeological evidence suggests that domesticated dogs have been around at least since 33,000 years ago, a time when humans were still hunter-gatherers. The changes that allow dogs to thrive on carbohydrates while wolves eat all meat probably started with the establishment of agriculture about 10,000 years ago, and represent late steps in the domestication process, Wayne says.

Both brain changes and dietary adaptations were probably necessary for some wolves to be domesticated Axelsson says. Wolves that were more tolerant to stress and that didn?t run and hide at the first sign of a human would have been able to stick around garbage heaps longer and eat their fill. And those that could extract more nutrients from the plant material in early farmers? trash would have had an evolutionary advantage. The researchers are now determining when and in what part of the world the adaptations likely occurred, he says.

Ex-Goldman director Gupta seeks conviction reversal

NEW YORK (Reuters) - Lawyers for former Goldman Sachs Group Inc board member Rajat Gupta are urging a federal appeals court to reverse his insider trading conviction, arguing that a judge shouldn't have allowed wiretaps to be heard at trial.

In a brief filed Friday at the 2nd U.S. Circuit Court of Appeals in New York, Gupta's lawyers argued wiretaps of now-imprisoned hedge fund manager Raj Rajaratnam amounted to "hearsay statements" and should not have been presented to the jury.

"Without a proper basis for admission, these untestable, unreliable hearsay statements had no place in a criminal trial, and their admission alone compels reversal," Gupta's lawyers wrote.

A federal jury convicted Gupta, 64, in June of leaking Goldman boardroom secrets to Rajaratnam, the Galleon Group hedge fund manager at the center of a wide-ranging U.S. probe into insider trading.

Gupta, who was at one time head of management consultancy McKinsey & Co, was sentenced by U.S. District Judge Jed Rakoff to two years in prison. The 2nd Circuit in December said Gupta could remain free on bail while he appeals his conviction.

A trial is scheduled to begin February 11 in a separate civil lawsuit by the U.S. Securities and Exchange Commission.

Of the four counts Gupta was charged with in the criminal case, his lawyers said Friday that the jury only convicted him on the two backed by wiretaps of Rajaratnam, who is serving an 11-year sentence following his own conviction in May 2011.

Gupta's lawyers say the wiretaps amounted to hearsay evidence, since they were of conversations between Rajaratnam and other Galleon Group employees, rather than with Gupta.

Gupta's lawyers said he was also prevented from presenting evidence of an alternative perpetrator and of Gupta's integrity.

The defense lawyers say they weren't allowed to present testimony by Gupta's daughter about a conversation where her father said he was angry at Rajaratnam for allegedly cheating him out of millions of dollars through a joint investment fund known as Voyager Capital Partners.

The conversation took place three days before one of the alleged tips Gupta was convicted on and a month before a second, the brief said. Gupta contends that if the testimony had been presented, the jury would have been led to question Gupta's motives to tip Rajaratnam.

Terence Lynam, a lawyer for Raj Rajaratnam, in a statement denied that his client "swindled" Gupta, as the appellate brief claimed.

"No funds of Mr. Gupta were ever misappropriated and Mr. Gupta was not 'swindled' in any way," Lynam said.

A spokeswoman for Manhattan U.S. Attorney Preet Bharara declined comment. The government is scheduled to respond with its own appellate brief March 15.

Small businesses face tax certainty, political uncertainty

Jeff Schneider recently had his busiest November and December ever, as the tax preparer?s small business clients clamored for information about how the fiscal cliff negotiations could impact their taxes.

?It was unbelievable,? said Schneider, who runs SFS Tax and Accounting in Port St. Lucie, Fla.

The last-minute deal to avert the fiscal cliff left clients at least knowing what their tax bills would look like.

But Schneider said he?s still hearing some gripes amid the continued political bickering over the debt ceiling, spending cuts and other issues. That?s despite the fact that some also are talking about expanding their businesses or opening new locations.

??When you talk to people they tell you face to face that the economy stinks, but they?re talking more politically than economically,? said Schneider, whose clients include doctors, dentists, a pawn shop and even an oxygen bar.

It?s no secret that Americans are fed up with all the political squabbles over taxes, spending and the federal debt load. For some small-business owners, the frustration is also tinged with fear: They?re worried that Congress?s inability to find common ground will hurt the economic recovery, and cut into their business.

Bill Dunkelberg, chief economist with the National Federation of Independent Businesses, said one in four businesses told the small business trade group in December that it was a bad time to expand because of political uncertainty. That?s despite other signs that the economy is slowly improving in areas like housing and employment.

He said many small businesses also reported that their top problems involved issues like uncertainty about government policy and health care costs.

?The things you think businesses should worry about were way down on the list,? he said. ?Government dominates the top part of the list.?

Taxes aren?t the only issue it says has the potential to hurt small businesses. The small business trade group has been a staunch opponent of President Barack Obama?s health care plan, the Affordable Care Act. The group was a lead plaintiff in the Supreme Court lawsuit that sought to halt the plan.

Dunkelberg said it?s too early to say whether concerns about political and government issues will ease in January, now that the fiscal cliff issues are resolved. Congress is still wrangling over other issues, such as the nation?s borrowing limit and possible federal spending cuts. Both could hurt small businesses owners who contract with the government or otherwise rely on government spending.

But some say that for many small business owners they work with, the fiscal cliff negotiations were the major potential distraction because it most directly impacted their taxes.

??When finally the compromise was struck, I think there was an overall sigh of relief that at least there was something that had happened,? said Kim Loewer, a tax practitioner who runs Loewer and Associates in Weyridge, Vt. ?The uncertainty had gone away.?

Now that many of the mom and pop shops he works with know what their tax liabilities are, Loewer said they are able to better plan for things like hiring and expansion.

?In general, Loewer said his clients ? who run the gamut from consultants to retailers ? are mostly reporting that business is going well.

?I don?t hear as much about where the economy is heading anymore,? he said. ?I think that right now, from my clients? point of view, we have seen an uptick in the economy (and) their businesses are doing better this year.?

Schneider, the tax preparer in Florida, said he is expanding the advertising and social media efforts for his own small accounting and bookkeeping business. That?s on the theory that spending more on marketing will draw in more clients even when the economy isn?t as strong.

He?s even called in his wife, an interior designer, to help fight the effects of the recession and weak economic recovery.

?I made her feng shui my office so I could get rid of the bad vibes,? he said.

A relative from the Tianyuan Cave: Humans living 40,000 years ago likely related to many present-day Asians and Native Americans

Jan. 21, 2013 ? Ancient DNA has revealed that humans living some 40,000 years ago in the area near Beijing were likely related to many present-day Asians and Native Americans.

An international team of researchers including Svante P??bo and Qiaomei Fu of the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany, sequenced nuclear and mitochondrial DNA that had been extracted from the leg of an early modern human from Tianyuan Cave near Beijing, China. Analyses of this individual's DNA showed that the Tianyuan human shared a common origin with the ancestors of many present-day Asians and Native Americans. In addition, the researchers found that the proportion of Neanderthal and Denisovan-DNA in this early modern human is not higher than in people living in this region nowadays.

Humans with morphology similar to present-day humans appear in the fossil record across Eurasia between 40,000 and 50,000 years ago. The genetic relationships between these early modern humans and present-day human populations had not yet been established. Qiaomei Fu, Matthias Meyer and colleagues of the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany, extracted nuclear and mitochondrial DNA from a 40,000 year old leg bone found in 2003 at the Tianyuan Cave site located outside Beijing. For their study the researchers were using new techniques that can identify ancient genetic material from an archaeological find even when large quantities of DNA from soil bacteria are present.

The researchers then reconstructed a genetic profile of the leg's owner. "This individual lived during an important evolutionary transition when early modern humans, who shared certain features with earlier forms such as Neanderthals, were replacing Neanderthals and Denisovans, who later became extinct," says Svante P??bo of the Max Planck Institute for Evolutionary Anthropology, who led the study.

The genetic profile reveals that this early modern human was related to the ancestors of many present-day Asians and Native Americans but had already diverged genetically from the ancestors of present-day Europeans. In addition, the Tianyuan individual did not carry a larger proportion of Neanderthal or Denisovan DNA than present-day people in the region. "More analyses of additional early modern humans across Eurasia will further refine our understanding of when and how modern humans spread across Europe and Asia," says Svante P??bo.

Parts of the work were carried out in a new laboratory jointly run by the Max Planck Society and the Chinese Academy of Sciences in Beijing.

Should children drink diet soda?Do diet drinks cause cancer? Do diet drinks make you fat? Are diet drinks worse than the regular ones? And for those of us at Texas Children?s? should they be offered to children and adolescents?

Diet drinks have become extremely popular, and many theories have been tossed around recently regarding the ?fake? sugar or artificial sweeteners they contain. How do you separate fact from fiction? It is often confusing for consumers. For example, saccharin, an artificial sweetener found in diet drinks, has been brought to the Food and Drug Administration (FDA) for safety concerns multiple times since it was discovered in 1879 and has been continually approved. So, if artificial sweeteners have been determined safe, then why are so many questioning it?

First, What Are Artificial Sweeteners?

Artificial sweeteners, also known as non-nutritive sweeteners, are added to foods to improve sweetness without the added calories. The reason they have no calories is because they cannot be absorbed in your body or are so sweet that very little has to be used. With obesity on the rise, many people have used artificial sweeteners as a weight loss tool. Since most people consume way more sugar in their diet than is needed anyway, this has been thought as an effective strategy to cut back on calories.

The FDA has approved 5 artificial sweeteners to be used in food and drink production. They include:

  • Sucralose (Splenda)
  • Aspartame (Equal, Nutrasweet)
  • Saccharin (Sweet ?N Low)
  • Acesulfame potassium (Sunnett, Sweet One)
  • Neotame

So, What?s The Big Deal?

Studies in the past have questioned whether or not artificial sweeteners are safe to consume. This idea was sparked by a Canadian study, which showed that saccharin consumed in exceptionally large amounts caused bladder cancer in rats. [1] Since then, repeated studies conducted in humans have failed to show that artificial sweeteners cause cancer. Our bodies may work similarly to rats but the obvious truth is that humans are not rats! Moreover, it is often difficult to duplicate rat studies in humans, as it is unethical to dose humans as high as rats in these studies.

More recently, evidence has been uncertain on whether or not artificial sweeteners can lead to obesity. Even though these sweeteners cannot directly make you gain weight, some recent research suggests that they can enhance your cravings for sweet food. Artificial sweeteners can be up to 13,000 times sweeter than regular sugar. [2] So they may be ?tricking? your taste buds and indirectly making you eat more! However, the science on this is inconclusive.

In 2008, Swithers and Davidson presented evidence that artificial sweeteners may cause weight gain. [3] Their evidence showed that rats given artificial sweetener ate more compared to rats given sugar. These results were interesting, but like the earlier cancer studies conducted on rats, similar studies on humans showed different results. One of these studies included 21 overweight adults assigned to consume 28% of their calories from real sugar and another 20 overweight adults assigned to consume the same amount of calories from aspartame, an artificial sweetener. [4] After 10 weeks, the group who consumed sugar had a significant increase in their calorie intake, body weight, fat mass and blood pressure. The group who consumed artificial sweetener did not show any significant changes in any category. Although this study does not directly associate artificial sweeteners with weight loss, it does show that artificial sweeteners may be a better choice than regular sugar. In another study, participants were given a snack containing real sugar, aspartame or stevia. [5] Results showed that overall daily calorie intake, including the snack, was smaller in the aspartame and stevia groups. So, calorie intake in the artificial sweetener groups did not increase later in the day to compensate for the lower calorie snack but actually remained smaller than the regular sugar group.

There is still a question as to whether artificial sweeteners increase your craving for sweet foods. A study released in 2011 looked at how the brain responds to the artificial sweeteners in diet soda and to the real sugar in regular sodas. [6] There were 2 groups of subjects with 1 group given a solution with real sugar and the other given a saccharin, or artificial sweetener, solution. Shorty after the solutions were given, the participants underwent MRI scans to check for differences in activation of the reward centers of the brain. The researchers found that real sugar activates the area of the brain that signals fullness and helps to satisfy the craving of sweet food. In people who regularly consume artificial sweeteners, there was less signaling of fullness and satisfaction from the brain causing people to crave more sweet foods. [7] These results were also interesting, but the American Heart Association brings up a good point in that there are many environmental and genetic factors that influence people?s preference for sweet taste. [8] Evidence shows that there may be a genetic component that dictates the differences in people for their cravings for sweet. Overall, there are too many factors involved to confidently say artificial sweeteners make you crave more sweet foods.

What About Kids?

It was no surprise that a study released in 2012 showed that artificial sweetener intake among children has doubled from the year 2000. [9] Although there has been an increase in consumption in children, there is little evidence on the effects of long-term consumption. Just like artificial sweetener use in adults, the jury is still out as to whether or not artificial sweeteners cause obesity in children. Currently there are several studies looking at artificial sweetener use in children and weight change. [10] These new studies will be crucial in in helping us understand the role of artificial sweeteners in children and adolescents, and as to whether they have played a role in the childhood obesity epidemic.

The position statement of the Academy of Nutrition and Dietetics does not distinguish between use of artificial sweeteners in adults and children and states:

?It is the position of the Academy of Nutrition and Dietetics that consumers can safely enjoy a range of nutritive and nonnutritive sweeteners when consumed within an eating plan that is guided by current federal nutrition recommendations, such as the Dietary Guidelines for Americans and the Dietary Reference Intakes, as well as individual health goals and personal preference.? [11]

The Bottom Line

  • There is no absolute answer to whether or not long term or high dose use of artificial sweeteners leads to obesity and no evidence that shows artificial sweeteners lead to cancer in humans.
  • For people with diabetes and those who need to watch the amount of sugar they eat, the diet versions of food are probably better than their regular counterparts since studies in the past have concluded that artificial sweeteners have led to weight loss when replaced with regular sugars. [12]
  • The verdict is still out as to whether or not artificial sweeteners cause people to crave sweets or gain weight.
  • If you?re skeptical, avoid artificial sweeteners. Explore different ways to sweeten your drinks without adding calories. Add lemon, mint or even a splash of fruit juice to jazz up your water.
  • The key word is moderation! Doing something in excess is usually not healthy so make sure you are not drinking too many diet drinks. Aim for no more than 1-2 servings per day.

Film Festival to Showcase 'Reel' Good Student Filmmakers - Malibu ...

Pepperdine University will host a student-run film festival this week in Malibu.

The fourth annual REELSTORIES Film Festival is set to begin at 6 p.m. Friday, Jan. 25, with a VIP reception and party in Mullin Town Square followed by three screenings, according to organizers.

Attendees will pick up tickets for a film of their choice. Local food trucks and interactive art exhibits will also be available.

Three different feature-length documentaries and a series of short films from aspiring Pepperdine student filmmakers will be screened. The three feature length documentaries include Stacy Peralta?s ?Bones Brigade,? 2013 Oscar nominated ?Searching for Sugarman,? and ?Ai Wei Wei: Never Sorry? by director, Alison Klayman.

Obama sworn in at low-key White House ceremony

WASHINGTON (Reuters) - President Barack Obama took the official oath for his second term on Sunday at the White House in a small, private ceremony that set a more subdued tone compared to the historic start of his presidency four years ago.

Gathered with his family in the Blue Room on the White House's ceremonial main floor, Obama put his hand on a family Bible and recited the 35-word oath that was read out loud by U.S. Chief Justice John Roberts.

"I did it," Obama said as he hugged his wife, Michelle, and daughters Sasha and Malia. "Thank you, sweetie," he told Michelle when she congratulated him. "You didn't mess up," Sasha Obama told her father.

It was a low-key start to the first African-American U.S. president's second term, which is likely to be dominated - at least at the start - by budget fights with Republicans and attempts to reform gun control and immigration laws.

Obama, 51, will be sworn in publicly on Monday outside the West Front of the Capitol overlooking the National Mall in front of as many as 800,000 people, a much bigger ceremony replete with a major address and a parade.

Sunday's ceremony, shown live on television, was needed because the U.S. Constitution mandates that the president take office on January 20. Planners opted to go with a private ceremony on the actual date and then hold the ceremonial inaugural activities the next day.

By Monday, Obama will have been sworn in four times, two for each term, putting him equal to Franklin Roosevelt, who served four terms. A second Obama swearing-in was deemed necessary in 2009 when Roberts flubbed the first one. On Sunday, Roberts read the oath carefully from a card and there were no mistakes.

Obama, who won a second four years on November 6 by defeating Republican Mitt Romney after a bitter campaign, opens round two facing many of the same problems that dogged his first term: persistently high unemployment, crushing government debt and a deep partisan divide over how to solve the issues.

This has taken some of the euphoria out of his second inauguration, but he got a boost at a rousing service at Metropolitan African Methodist Episcopal Church in downtown Washington where he and Michelle, who is sporting a new hair style featuring bangs, clapped and swayed to gospel music.

"Forward, forward," shouted Reverend Ronald Braxton to his congregation, echoing an Obama election campaign slogan.

Early Sunday morning, Vice President Joe Biden was sworn in by Supreme Court Justice Sonia Sotomayor, making her the first Hispanic judge to administer an oath of office for one of the nation's two highest offices.

Obama and Biden then joined forces to lay a wreath of flowers at the Tomb of the Unknowns at Arlington National Cemetery in a solemn remembrance of those killed in the line of duty.

Biden's family, about 120 guests and a few reporters witnessed the private swearing-in ceremony in the main foyer of his Naval Observatory residence. Biden used a Bible with a Celtic cross on the cover that has been in his family since 1893.

The audience for Monday's ceremony is not expected to be as big as in 2009 when a record 1.8 million people crammed into the National Mall to witness the swearing-in. Turnout is projected at 600,000 to 800,000, with millions more watching on television.

INAUGURAL ADDRESS IS CENTERPIECE

Obama's Inauguration Day speech will set the tone for the start of his second term and gives him a chance to lay out his vision on where he would like to lead the country. He has been drafting the speech on yellow legal pads and working with his speechwriters.

After his tumultuous first term during which he achieved an overhaul of the U.S. healthcare system, his second term opens in the midst of a feud with congressional Republicans over taxes and spending.

His top policy goals for the first year, so far, include tightening gun regulations in response to the massacre of 20 children and six adults at a Connecticut elementary school a month ago. Obama is also seeking an overhaul of immigration laws and tax reform.

Abroad, he is facing a challenge from a resurgence of Islamist extremists in North Africa exemplified by the recent hostage-taking that turned deadly at an oil facility in Algeria. He is also winding down the war in Afghanistan and dealing with Iran's nuclear ambitions.

Obama will save specific policy proposals for his annual State of the Union speech before Congress on February 12.

In his inaugural address, Obama is expected to talk about the need for political compromise where possible, a reminder of the intense battles in his first term that led to paralysis and dysfunction in Washington.

"It'd be great if the inauguration were a unifying moment - though I honestly can't say it will be. But just maybe for a day they can bury the hatchet and celebrate an important day for American democracy," said Brian Hurley, 57, a local salesman, as he guided an out-of-town visitor outside the White House gates.

With the public ceremony falling on the national holiday honoring slain civil rights leader Martin Luther King Jr., Obama will also have a chance to draw historic parallels. While taking the oath on Monday, he will place his left hand on two Bibles - one once owned by Abraham Lincoln and other by King.

The Obamas will attend two official inaugural balls - compared to the 10 that were held in 2009.

Hundreds attend NYC memorial for Internet activist Aaron Swartz

Supporters of Aaron Swartz, the 26-year-old Internet activist who committed suicide last week, gathered in New York to remember the computer prodigy on Saturday, with some calling for changes in the criminal justice system they blame for his death.

Swartz, who at 14 helped create an early version of the Web feed system RSS and believed the fruits of academic research and other information should be freely available to all, was found dead a week ago in his Brooklyn apartment.

The city's chief medical examiner ruled the death a suicide by hanging.

He had been facing trial on federal charges he used the Massachusetts Institute of Technology's computer networks to steal more than 4 million articles from JSTOR, an online archive and journal distribution service.

Swartz, who had also worked on the popular website Reddit, had faced a maximum sentence of 31 years in prison and fines of up to $1 million.

"He told me about the 4.5 million downloads of scholarly articles, and my first thought was why isn't MIT celebrating this?" Edward Tufte, an emeritus professor of computer science at Yale University and a friend of Swartz, said to applause from the crowd gathered in The Cooper Union's Great Hall in Manhattan.

Taren Stinebrickner-Kauffman, Swartz's partner, criticized what she described as MIT's "indifference" to the saga, saying the school could have acted to end his prosecution.

The president of MIT said this week the school was investigating its role in Swartz's case. JSTOR has said in a statement it settled any dispute with Swartz in 2011 and praised his "important contributions to the development of the Internet."

Call?for change
At the memorial, attended by hundreds of friends and supporters, the strongest criticisms were reserved for prosecutors in the office of Carmen Ortiz, the U.S. Attorney for Massachusetts.

Roy Singham, the chairman of ThoughtWorks, a software consultancy firm where Swartz worked, called the case against Swartz "an abuse of state power" intended to intimidate Swartz. He called for the reform of the Computer Fraud and Abuse Act under which Swartz was prosecuted.

Swartz's partner said it all became too much for him to bear.

"He was so scared and so frustrated and more than anything so weary I just don't think he could take it another day," Stinebrickner-Kauffman said, adding the pair had discussed getting married after the trial.

Ortiz has defended her office's actions, saying prosecutors "took on the difficult task of enforcing a law they had taken an oath to uphold, and did so reasonably."

She said they offered Swartz a deal to plead guilty to multiple counts of wire fraud and computer fraud and spend six months at a low-security facility.

Swartz was remembered as a precocious talent who began addressing technology conferences as a teenager and whose quirks included being loath to wash his dishes and preferring bland foods like crackers and white rice.

Many speakers said he was by far the smartest and most intellectually curious person they had known, and called on those in attendance to continue his work of trying to widen the public's access to information and communication channels.

Stinebrickner-Kauffman said Swartz disliked grand ceremonies and would have been uncomfortable with some aspects of his own memorial.

"But memorial services are for the living," she said, repeating it several times like a mantra, "and last Friday he forfeited his right to decide that."

    Hoping to revive an ancient tongue, Pope tweets in Latin

    Pope Benedict tweeted in Latin for the first time on Sunday, taking his mission to revive the Catholic Church's official language to a very 21st-century medium.

    "Unitati christifidelium integre studentes quid iubet Dominus? Orare semper, iustitiam factitare, amare probitatem, humiles Secum ambulare," the pontiff wrote.

    Baffled? So were many Twitter users. "Benny, nobody understands a word of Latin! #adviceforthepope" read one response on the online messaging service.

    The pope's tweet meant: "What does the Lord command to those wholly eager for the unity of those following Christ? To always pray, to continually do justice, to love uprightness, to walk humbly with Him," according to University of Cambridge scholar Tamer Nawar.

    The message was shorter and, arguably, more elegant in its original language ??one of the reasons why Latin-lovers want to conserve the tongue of ancient Rome, Pope Benedict foremost among them.

    The Holy See, where even ATM bank machine transactions are available in Latin, is one of the last bastions of the language that gave rise to Spanish, Portuguese, French, Italian and Romanian.

    In November the pope set up a new Vatican department charged with promoting the study and use of the language within the Roman Catholic Church and beyond.

    Known for his traditionalist leanings, the 85-year old pontiff has also allowed a partial return of the old-style Latin Mass that was phased out more than four decades ago.

    Once the international language of science and learning, Latin has declined in use among priests since the Church began allowing them to hold masses in vernacular languages in the mid 1960s.

    To keep the language updated, Vatican produces a dictionary of modern words in the ancient tongue. "Inscriptio cursus electronici" is the vital word "email", while "brevissimae bracae femineae" means hotpants.

    With just over 5,000 followers, the pope's Latin-language Twitter account is the smallest of his eight profiles, through which he communicates with more than 2 million followers in languages including Arabic and his native German.

    However, Sunday's tweet was not actually the first instance of Latin used by the Pope on Twitter.

    Benedict's Twitter handle "Pontifex" is a Latin word literally meaning "bridge-builder", an ancient title for high priest once held by the emperors of Rome.?

    Bulls extend Friday road show, beat Celtics in OT

    BOSTON (AP) ? Marco Belinelli made a game-winning jumper with 3.1 seconds left, Jimmy Butler scored six points in overtime and the Chicago Bulls extended their Friday night road show by beating the Boston Celtics 100-99.

    Carlos Boozer had 19 points and 20 rebounds, and Joakim Noah added 14 points and 13 boards as the Bulls won their 14th straight road game on a Friday. They haven't lost since April 2011.

    Rajon Rondo scored a season-high 30 points for Boston before fouling out with 1:16 to play in overtime.

    Kevin Garnett had 16 points and Paul Pierce passed former Celtics star Robert Parish for 22nd on the NBA's career scoring list by chipping in 13 points. Pierce has 23,342 points and Parish 23,334.

    Brandon Bass added 13 points for Boston, which lost for the second time in eight games.

    Richard Hamilton had 20 points for the Bulls, who have won four of five.

    Jason Terry's jumper pushed Boston ahead 99-98 in OT before Belinelli's game-winner just to the left of the foul line.

    The teams traded leads twice in the opening 3 minutes of overtime before Terry's 3-pointer from the right corner gave Boston a 93-92 lead with 1:57 to play. Butler had a basket on the other end to move the Bulls back in front and, after Boston missed on the offensive end, Rondo was called for a loose ball foul, sending Butler to the line. He nailed both, making it 96-93 with 1:16 left.

    The Bulls had another three-point lead, 98-95, after Belinelli's two free throws with 51 seconds to go. Pierce hit two from the line and Boston forced a 24-second violation, setting it up for Terry's go-ahead jumper from the right side with 12.5 seconds to play.

    But Belinelli nailed his off-balance jumper. Courtney Lee's long shot at the buzzer caromed off the backboard as the horn sounded.

    Kirk Hinrich's jumper with 2 seconds left for Chicago sent the game to overtime.

    In regulation, Rondo's long jumper from the right wing gave Boston an 86-84 edge, but Boozer hit one free throw after being fouled by Pierce on a baseline drive with 23 seconds left.

    Garnett then nailed two free throws with 20.1 seconds remaining and Hinrich hit one, cutting it to 88-86.

    The Bulls forced a jump ball on the defensive end with 9.4 seconds left and gained possession before tying it on Hinrich's jumper.

    Garnett airballed a long fadeaway as the horn sounded, sending the game to overtime.

    Rondo scored five points in Boston's 6-0 run, giving the Celtics their first lead at 80-79 with 4? minutes to go.

    Hamilton's layup gave the Bulls an 81-80 edge on the next possession before the teams started to trade trips to the foul line that led to pair of ties over the next 3 minutes, the last before the end of regulation when Garnett made one of two free throws to tie it at 84 with 2:20 left.

    The Celtics tied it again at 79 on Rondo's two free throws a little over a minute later.

    Bulls forward Luol Deng appeared to aggravate his sore right hamstring, injured in Wednesday's win at Toronto, when he came up limping after a fast-break drive to the basket late in the third quarter. He left the game for a substitute when play stopped.

    Boston guard Avery Bradley missed the game with a rib injury sustained in Wednesday's loss to New Orleans.

    Just like in the third quarter, Boston kept cutting Chicago's lead to two points early in the fourth, but the Bulls would hang on. On three occasions in the opening 5 minutes, the Celtics scored, but Chicago answered.

    Noah had his double-double after three quarters, collecting 12 points and 10 boards. Boozer had 17 points and 15 rebounds after three.

    Rondo had a highlight three-point play late in the third quarter that cut the Bulls' lead to 62-59. He was dribbling to the right of the lane when he lost his balance, falling to the floor, but kept his dribble going before getting up and driving in for a basket and a foul.

    The Bulls held a 45-39 edge at halftime.

    Egypt fans protest as stadium stampede verdict nears

    CAIRO (Reuters) - Hundreds of soccer fans gathered in Cairo on Friday to demand justice for 74 people killed in a stadium stampede last year, as a court prepared to issue a verdict in the case.

    Hostility between Egypt's police and hardcore football fans has simmered for years, but worsened after the disaster last February at the Port Said stadium during a match between Cairo's Al Ahly and local side al-Masry.

    Many of those killed were crushed when panicked fans tried to escape from the stadium after a post-match pitch invasion by Masry supporters. Others fell or were thrown from terraces, witnesses said.

    Many fans accused security forces of causing the disaster to punish them for taking a frontline role in the street revolt that toppled President Hosni Mubarak in 2011.

    A court is expected to rule on January 26 in the case brought against 61 people charged with murder and 12 others, including nine police officers and three al-Masry club officials, with helping cause the disaster.

    Al Ahly fans marched to Cairo's Tahrir Square - the epicenter of the uprising against Mubarak - waving banners showing pictures of the dead and demanding justice for the "martyrs".

    "We will either get justice for them or die like them," they chanted as they marched towards the square. "Death to everyone who plotted, killed and betrayed," declared a banner.

    The verdict is due a day after the second anniversary of the uprising that swept Mubarak from power - an occasion expected to trigger protests against Mubarak's successor Mohamed Mursi and his Islamist allies.

    Matt Harrison, Rangers finalize $55M, 5-year deal

    ARLINGTON, Texas (AP) ? Matt Harrison has gone from a pitcher the Texas Rangers left off their postseason roster to one they believe can become one of the league's best left-handers.

    The Rangers finalized a $55 million, five-year contract with the All-Star lefty Thursday. The deal includes a 2018 club option that could become guaranteed depending on the number of innings Harrison pitches.

    "This is a testament to all the hard work he puts in," said Thad Levine, the team's assistant general manager. "The talent shows up every time he pitches. ... The more we've gotten to know Matt Harrison, the more we believe in Matt Harrison. And we believe the best is yet to come."

    Hours later, the Rangers agreed with right-hander Neftali Feliz on a $2.9 million, one-year contract to avoid salary arbitration.

    Harrison was 18-11 with a 3.29 ERA and four complete games in 32 starts last year, and his 3.10 ERA in 18 road starts was the lowest in the American League. Over the past two seasons, since being left off the Rangers' postseason roster in 2010, he is 32-20 while throwing 399 innings.

    Texas acquired Harrison, Feliz and shortstop Elvis Andrus from Atlanta in July 2007 in a seven-player deal that sent Mark Teixeira to the Braves.

    The 27-year-old Harrison made his major league debut in July 2008, going 9-3 in 15 starts after being called up. After starting the 2009 season in the rotation, he started having issues with his left shoulder that eventually required season-ending surgery for Thoracic Outlet Syndrome to remove a rib to alleviate the situation.

    "I was definitely on the other end of the spectrum than I am now. Things weren't really going my way and I had a lot of hit-and-miss starts," Harrison said. "The biggest thing that led up to where I am today is just figuring out that mental toughness and the mental part of the game. The talent was there, it was just figuring out how to use it and use it the right way."

    The real turning point for Harrison was the 2010 postseason. After being used primarily as a reliever throughout the regular season while coming back from surgery, he was left off the roster in the playoffs. He traveled with the team throughout the postseason, but was never active while the Rangers went to their first World Series.

    "That moment of being left off the roster was a tough, tough month for me, a tough offseason," he said. "I finally grew up as a person and a man. Mentally things started turning around for me, I started having more confidence in myself, success coming around. I started seeing another level come out of me. Hopefully, I can continue to go from that and get better."

    Harrison has a career record of 48-30 with a 4.08 ERA in 126 games over the past five years, all with Texas.

    His deal calls for a $1 million signing bonus and salaries of $5 million this year, $8 million in 2014 and $13 million in each of the following three seasons. The agreement includes a $13.25 million team option for 2018 with a $2 million buyout, and the option would become guaranteed if Harrison has 600 innings pitched or more from 2015-17, including at least 200 in 2017. The option price would increase by $250,000 each time he reaches 200 innings in the first five years, up to $15.75 million. That would increase the value of the deal to $68.75 million over six seasons.

    Harrison's agreement, negotiated by agents Sam and Seth Levinson, got finalized two days after he had filed for salary arbitration, and also after he turned down an opportunity to pitch for the United States in the World Baseball Classic.

    Feliz, the 24-year-old former closer who was moved to the rotation last spring, is recovering from Tommy John surgery to repair a tear in his right elbow and likely will be sidelined until at least this summer. He was 3-1 with a 3.16 ERA in eight games last season, including seven starts, before going on the disabled list in May.

    David Murphy, expected to be the everyday left fielder, also filed for salary arbitration this week. General manager Jon Daniels said the Rangers felt they were close enough to think a deal would be reached, even if not completed, before they are required to exchange proposed salaries Friday.

    With Harrison under contract, the Rangers have three of their starting pitchers signed for at least four more seasons with another under control for at least that long.

    Japanese ace Yu Darvish last year signed a $56 million, six-year deal with the Rangers and then won 16 games as a major league rookie. There are provisions in his contract that could allow the 26-year-old righty to become a free agent after the 2016 season.

    Texas has 26-year-old left-hander Derek Holland under contract through at least 2016, with club options for two more years after that. Holland is planning to pitch in the WBC this spring.

    Alexi Ogando, who won 13 games as a starter and was an All-Star in 2011, is returning to the rotation this spring. The 29-year-old is under Rangers control for at least four more seasons, including his arbitration-eligible years.

    "Those are four solid pitchers who are in their prime who will be part of the Texas Rangers family for the foreseeable future," Levine said. "We'll take our chances if we're going to build around that core of men that we'll be able to compete for championships in the American League for this time and in the future."

    Massacre of over 100 reported in Syria's Homs

    BEIRUT (Reuters) - More than 100 people were shot, stabbed or possibly burned to death by government forces in the Syrian city of Homs, a monitoring group said on Thursday, and fierce fighting raged across the country.

    The British-based Syrian Observatory for Human Rights said women and children were among the 106 people killed by forces loyal to President Bashar al-Assad forces who stormed Basatin al-Hasawiya, a poor district on the edge of Homs, on Tuesday.

    The massacre in the central city came the same day twin explosions killed over 80 people at Aleppo's university in the north, according to the group.

    Reuters cannot independently confirm reports due to reporting restrictions in Syria.

    Syrian warplanes and troops pursued a countrywide offensive on Thursday, activists and state media said, bombing rebel-held areas and clashing with insurgents who have pushed into cities.

    Government forces clashed on Thursday with insurgents in the cities of Deraa, Hama, Homs, Aleppo, Damascus and east of Deir al-Zor, the Observatory said. Only the coastal Assad strongholds of Latakia and Tartous were spared violence.

    Opposition activists said 15 people, including 7 children, were killed when an air strike hit a family home in Husseiniyeh, a suburb on the outskirts of the capital.

    They sent Reuters footage of people dragging the limp bodies of children out of the rubble.

    In Hama province, the government said it had secured some areas and displaced families were returning to the area of Zor Abi Zaid after armed forces "cleansed the area completely of terrorists", a term authorities use for the rebels.

    Activists and Turkish news agencies reported renewed clashes on the Syrian border town of Ras al-Ain, where rebel forces have been fighting armed Kurdish groups for control.

    The local Turkish Dogan news agency said one man on the Turkish side of the border was wounded by a stray bullet overnight and that schools in the area had been closed due to the clashes on the Syrian side.

    In the power vacuum, some Kurdish groups are trying to assert control over parts of Syria through fights with rebels and government forces. The Observatory said clashes broke out between Kurdish militants and the Syrian army in Rameilan, a town in the northeast.

    FAMILY OF 17 REPORTED KILLED

    Activists said 17 members of the Khazam family had been killed during Tuesday's raid on Basatin al-Hasawiya.

    "The Observatory has the names of 14 members of one family, including three children, and information on other families who were completely killed, including one of 32 people," Rami Abdelrahman, head of the Observatory, told Reuters.

    "This needs to be investigated by the United Nations," said Abdelrahman, a Syrian who has documented human rights violations in Syria since 2006 and now reports on killings by both sides.

    The United Nations says 60,000 have been killed in the 22-month-old conflict. Several massacres have been reported, most blamed on pro-Assad forces but some also on rebel fighters.

    The town of Houla in Homs province was the scene in May 2011 of the killings of 108 people, including nine children and 34 women, which U.N. monitors blamed on the army and pro-Assad militia.

    The United Nations sent observers to Syria in April 2011 but after several attacks on their convoys they left in August, complaining both sides had chosen the path of war.

    Abu Yazen, an opposition activist in Homs, said the rebel Free Syrian Army occasionally entered the farmland of Basatin al-Hasawiya to attack a nearby military academy.

    "Assad's forces punish civilians for allowing the rebels to enter the area," he said. Other activists said the raid was carried out by pro-Assad militia.

    The government and opposition blame each other for two explosions at Aleppo's university on Tuesday which killed at least 87 people, many of them students attending exams, in the deadliest attack on civilians to hit the commercial hub since rebels laid siege to it over the summer.

    U.S. ambassador to the United Nations Susan Rice said the attack was "beyond horrific".

    "According to eyewitnesses, regime jets launched the strikes," she said on her Twitter account.

    Russia, which has backed Assad throughout the revolt both in rhetoric and through its veto of U.N. Security Council resolutions condemning Assad, dismissed suggestions Damascus was behind the explosions.

    "I cannot imagine any bigger blasphemy," Russian Foreign Minister Sergei Lavrov told journalists during a visit to Tajikistan.
